Procurement bidding specialists are professionals who focus on the bidding phase of corporate or institutional procurement projects. They are mainly responsible organizing and executing bidding activities in accordance with laws and regulations and procurement requirements, ensuring the fairness, impartiality, and openness of the procurement process, while also achieving procurement goals as cost control and quality assurance.

 

Main job responsibilities:

 

- Bidding plan formulation: Determine the bidding method (public bidding, invitational bidding, etc), bid section division, evaluation criteria, and process based on procurement requirements (e.g., materials, services, projects, etc.), and write the bidding plan

- Bidding document preparation: Draft bidding documents, clearly state the specifications, technical requirements, contract terms, bidding instructions, etc., of the procurement subject matter, and ensure the documents are compliant and easy to understand.

- Bidding process execution: Issue bidding announcements, receive bidding documents, organize bid opening and evaluation meetings, coordinate the work of the evaluation committee, and handle inquiries and clarifications during the bidding process.

- Compliance control: Familiar with relevant laws and regulations such as the "Tendering and Bidding," ensure that the bidding activities are in compliance with legal requirements throughout the process, avoid legal risks, and prevent irregular operations.

- Results management: Determine the winning bid based on the evaluation results, assist in signing the procurement contract, follow up on contract execution, and at the same time organize bidding archives and complete post-event summary.

 

 skills and qualities:

 

- Professional knowledge: Proficient in relevant laws and regulations and industry standards related to tendering and bidding, and understand the professional knowledge of the procurement subject (such as technical standards in the fields of engineering, equipment, etc.).

- Writing and communication skills: Possess strong writing skills, capable of accurately compiling bidding documents at the same time, be good at communication, coordinating with multiple parties such as the bidding party, the bidding party, and the bid evaluation experts.

- Principle and meticness: Adhere to the principle of fairness and impartiality, strictly follow the process; work meticulously and rigorously, able to grasp the details of each link in the process, and avoid omissions.

- Problem-solving ability: Able to respond to emergencies in the bidding process (such as abnormal bidding documents, inquiry handling, etc), and ensure the smooth progress of bidding activities.
